Prepare the Hot Chocolate
- In a medium saucepan, combine the milk and heavy cream. Heat over medium heat until hot but not boiling.
- Add the semi-sweet chocolate chips, sugar, vanilla extract, and salt. Whisk continuously until the chocolate is melted and the mixture is smooth.
- Remove from heat and let it cool slightly before serving.
Serve and Garnish
- Pour the hot chocolate into mugs.
- Top each mug with a generous dollop of whipped cream.
- Sprinkle with Halloween-themed sprinkles and place a chocolate eyeball on top if using.
